I always wondered why that relationship wasn't allowed room to grow. Maybe it was just the need to set up the Giles-Buffy Mayor-Faith parallels-- Giles couldn't be allowed to bond with Faith because that had to happen. But the two have a lot in common and could perhaps have found ways to talk to each other.
